Raising children is a parent's responsibility, period. It is our job to bring up our children to be compassionate, productive and law-abiding citizens. Sometimes we make mistakes along the parenting way but we do our darnedest to correct them!
Bullies have been around since the beginning of time. A law is not going to fix it. If there's a bully in the neighborhood, the neighborhood fixes it. If the government always steps in to solve our problems, how in the world are we ever going to learn to solve them ourselves?
Plus, who's going to pony up the extra cash to enforce the law? Do you really think the parent who cares nothing about their kid's behavior is going to care about paying a fine? How do you define bullying?
I think there's real bullying and then I think there's typical adolescent behavior, which may not be good but nowhere near true bullying. The ordinance is flawed in so many ways.
Fining someone for their child's misbehavior won't flip the "better parent" switch in their head.
