CULLEN BROWDER TAKES US INSIDE THE POWER GRID TO EXAMINE WHAT HAPPENED. >> AND HOW TO STOP IT FROM HAPPENING AGAIN. >> DECEMBER WAS A TOUGH MONTH FOR DUKE ENERGY AND ITS NORTH CAROLINA CUSTOMERS ON THE 3RD, SOMEONE SHOT UP SUBSTATIONS IN MOORE COUNTY, CUTTING POWER TO ABOUT 45,000 HOMES AND BUSINESSES FOR DAYS. THEN 3 WEEKS LATER ON CHRISTMAS EVE, TEMPERATURES DIPPED TO AROUND 10 DEGREES WITH CONCERNS ABOUT DEMAND OUTPACING GENERATION. DUKE INSTITUTED ROLLING BLACKOUTS LEAVING MORE THAN A HALF MILLION CUSTOMERS IN THE COLD. BOTH CASES RAISE SERIOUS QUESTIONS ABOUT OUR POWER GRID, RELIABILITY AND RESILIENCY. >> THEY'RE VULNERABLE TO WEATHER. THEY'RE VULNERABLE TO OTHER CONTINGENCIES, CYBER AND PHYSICAL. >> SHOULD ALL THOSE INCIDENTS? SEND SERIOUS ALARMS? >> I CERTAINLY THINK SO. FIRST, THE POWER STATION ATTACK, THEN NOT ENOUGH ELECTRICITY TO SERVE CUSTOMERS. THERE ARE PLACES WHERE WE CAN ABSOLUTELY IMPROVE. DUKE ENERGY SPOKESMAN JEFF BROOKS ACKNOWLEDGES THE UTILITY FELL SHORT IN COMMUNICATING REALISTIC CUSTOMER EXPECTATIONS DURING THE BLACKOUTS AND FULLY ANTICIPATING THE COMBINATION OF EXTREME COLD AND EQUIPMENT FAILURES WERE GOING TO GO BACK AND LOOK AT THOSE FORECAST MODELS AND THAT MODELING TECHNOLOGY, THE ELECTRIC UTILITY GRID IS ONE OF THE MOST AMAZING INVENTIONS IN THE HISTORY OF MAN. BUT THE GAME IS CHANGING. IT WAS STEVE CALLAND EXECUTIVE DIRECTOR OF NC STATE'S CLEAN ENERGY TECHNOLOGY CENTER SAYS THAT MEANS SPREADING THE POWER LOAD TO MORE RENEWABLES, LIKE WIND AND SOLAR. THE RENEWABLES FACILITIES IN THE SOLAR FACILITIES IN PARTICULAR WERE NOT THE PROBLEM. THOSE OPERATED EXACTLY AS ADVERTISED EQUIPMENT FAILURES, REDUCED OUTPUT OF GAS AND COAL-FIRED PLANTS. BROOKS AGREES THAT SOLAR PERFORMED WELL BUT NOT BEFORE THE SUN CAME UP CHRISTMAS EVE. SO STORAGE IS A HUGE ISSUE RIGHT NOW. STORAGE IS A HUGE OPPORTUNITY FOR THE COMPANY. WRAL INVESTIGATES ANALYZED DATA. DUKE'S APPLIED TO THE DEPARTMENT OF ENERGY THAT SHOWS DEMAND AND AND POWER GENERATION. DESPITE REPORTING PLAN ISSUES AND LOST POWER PURCHASES BETWEEN MIDNIGHT AND 06:00AM ON CHRISTMAS EVE NUMBERS SHOW POWER GENERATION HIT A DAILY HIGH AT 08:00AM STILL WELL ABOVE THE DEMAND OVER THE NEXT SEVERAL HOURS. DEMAND DROPPED BECAUSE OF THOSE ROLLING BLACKOUTS. BUT SO DID GENERATION DROPPING BY ABOUT 30% BY 4 IN THE AFTERNOON. AS FOR THE LENGTH OF THE POWER SHUT DOWN FOR SOME CUSTOMERS BOOKS AS THE AUTOMATED BLACKOUT SYSTEM FAILED. THAT'S WHY YOU SAW SOME OF THE OUTAGES EXTEND. >> LATER INTO THE DAY WAS THAT PROCESS OF RESTORING POWER MANUALLY. CRITICS ARGUE THAT THE BUILDERS OF CHRISTMAS EVE SHOW DUKE NEEDS TO JOIN A REGIONAL TRANSMISSION MARKET TO SHARE PLANNING AND POWER THE DATA SHOWS FROM OTHER. >> STATES THAT HAVE JOINED REGIONAL TRANSMISSION ORGANIZATIONS THAT DOES, IN FACT, MAKE A GRID. >> IN YOUR STATE MORE RELIABLE AS FORMER CHAIR OF THE FEDERAL ENERGY REGULATORY COMMISSION GRID POLICY EXPERT JON WELLINGHOFF ARGUES DUKE MUST SPREAD ITS LOW GENERATION WIDER SPREAD WITH MORE CONTINGENCIES. SO THESE LARGE CENTRAL PLANTS OR THE ACHILLES HEEL OF OUR ENTIRE SYSTEM DO BELIEVES FOSSIL FUEL OPTIONS ARE STILL NECESSARY AS A BRIDGE TO A CLEANER ENERGY FUTURE. >> AND THE UTILITY RESIST CALLS TO PARTNER WITH OTHER POWER PRODUCERS. IT ALMOST SOUNDS LIKE YOU'RE TRYING TO HANG ON TO YOUR MONOPOLY. IS THAT THE CASE? >> WELL, THE KEY DIFFERENCES, NUMBER ONE, WE'RE REGULATED UTILITY. WE THINK WE HAVE A GOOD EFFECTIVE MODEL HERE IN THE CAROLINAS. DO WE HAVE OPPORTUNITIES TO IMPROVE? ABSOLUTELY. AND THAT'S A PROCESS. STATE LAWMAKERS ARE CONSIDERING LEGISLATION THAT WOULD REQUIRE 24, 7 SURVEILLANCE AND SUBSTATIONS LIKE THIS. >> DUKE IS ASKING FOR A RATE HIKE. IT CONTENDS WILL ADDRESS BOTH SECURITY AND RELIABILITY.

Good morning. I'm meteorologist Elizabeth Gardner. Boy, it was a wet day yesterday, especially for our western counties. A lot of folks east of the Triangle really didn't see much rain yesterday. A cold front will continue to slide eastward and help to push more of that rain eastward across North Carolina. So our eastern counties that didn't see any rain yesterday have a much better chance of seeing it today. This morning, the bulk of the rain has been from the Triangle area northward or westward. But watch what happens as we get closer to lunchtime, we start to see more of that rain filling in in our eastern counties along the I 95 Corridor and that continues through the afternoon. There's 3 p.m. there's 5 p.m. And then after that, once we get past sunset, we begin to see the rain tapering off with a bit of a drier period overnight. First thing tomorrow morning, just a few isolated showers should be a fairly dry morning commute. But then once we get into the middle of the afternoon, we start to see more rain development and more thunderstorms too. So we're looking pretty wet during the late afternoon through the evening, commute all the way up until around midnight or so. And then the precipitation changes just keep on coming. 70% today. 40% Monday, 30 Tuesday, 20 Wednesday, 40 Thursday, we have rain in the forecast. At least some rain in the forecast doesn't mean everybody is going to see rain but some rain in the forecast all the way through next Saturday. Take a look at and you can see it is wet out there. Temperatures this morning have been in the upper sixties and then climbing into the seventies. Getting closer to lunchtime, checking out our uh high temperature for this afternoon, 77 and the trang 77 is actually normal for this time of year. It's just we were so warm last week, 75 Durham, 80 degrees in Fayetteville for the highs today, we are looking, of course, we've had a cooler weekend, our normal high 77 we're seeing 77 and then we really warm up again by the middle of next week, looking at a high of 92 on Wednesday and 91 on Thursday. Of course, that's way above normal. Again, we continue to see our wet pattern at least on and off with a chance of showers and thunderstorms through Saturday. But a little sneak peek at Mother's Day looks gorgeous. We should see highs in the mid seventies with some sunshine and drier conditions.
