MEANING HALF A MILLION PEOPLE IN NORTH CAROLINA WHO DO NOT HAVE HEALTH INSURANCE RIGHT NOW WILL SOON BE ABLE TO GET IT. WRAL. CAPITOL BUREAU CHIEF LAURA LESLIE JOINS US NOW LIVE WITH HOW LAWMAKERS DECIDED NOW WAS THE TIME TO GET THIS DEAL DONE. LAURA, A HUGE DEAL. &gt;&gt; REENA, YOU KNOW, IT WAS THE EXTRA MONEY ON THE TABLE THAT GOT HIM THERE. YOU KNOW, THE STATE STANDS TO GAIN AN EXTRA 2, NEARLY 2 BILLION DOLLARS IN THE FEDERAL GOVERNMENT IF THAT MONEY WOULD GO TO RURAL HOSPITALS IF THEY GET MEDICAID EXPANSION PASSED BY JUNE, 30TH LEGISLATIVE LEADERS SAID TODAY THAT MONEY WAS JUST TOO GOOD TO PASS UP. HOUSE SPEAKER TIM MOORE SAID HE AND SENATE LEADER PHIL BERGER HAVEN'T WORKED OUT ALL THE DETAILS YET. LIKE WHEN THE EXPANSION WILL TAKE EFFECT. &gt;&gt; BUT THEY'VE AGREED ON THE BASIC TERMS. WE'RE GOING TO HAVE A POLICY. &gt;&gt; THAT IS GOING TO EXPAND ACCESS TO WORKING NORTH CAROLINIANS THAT IS GOING TO ENSURE THAT THERE IS A MORE ROBUST SUPPLY OF A LOT OF THESE SERVICES THAT'S GOING TO RESULT IN LESS COST. THE DEAL WILL EXPAND MEDICAID COVERAGE TO PEOPLE MAKING UP TO 133% OF THE FEDERAL POVERTY LEVEL. &gt;&gt; THAT'S UP TO $30,000 A YEAR FOR A FAMILY OF 4. MOST ARE WORKING FAMILIES WHO JUST DON'T MAKE ENOUGH TO PAY FOR HEALTH CARE. THIS IS A MOMENTOUS DAY FOR NORTH CAROLINA STATE HEALTH SECRETARY CODY KINSLEY HAS BEEN WORKING TOWARD THIS FOR YEARS. HE SAYS IT'S ESPECIALLY GOOD NEWS FOR RURAL AREAS WHERE PEOPLE ARE MORE LIKELY TO BE UNINSURED AND WHERE HOSPITALS ARE STRUGGLING TO STAY OPEN AND HEALTHCARE BUSINESSES THAT ARE TRYING SO HARD TO STAY IN BUSINESS TO SERVE THEIR COMMUNITIES. BUT 30 TO 40% OF THE PEOPLE WALKING THROUGH THE FRONT DOOR DON'T HAVE A WAY TO PAY. MEDICAID EXPANSION IS GOING TO CHANGE THAT. &gt;&gt; OVERALL, MEDICAID EXPANSION. PLUS THE ADDITIONAL FEDERAL FUNDING FOR HOSPITALS WILL BRING IN 8 BILLION DOLLARS A YEAR. NORTH CAROLINA WOULD ALSO GET A 1.8 BILLION DOLLAR BONUS THIS YEAR. THE SIGNING IT'S TIED TO A PROVISION OF THE FEDERAL GOVERNMENT PASSED TO SWEETEN THE DEAL FOR THE STATES THAT HAVE NOT EXPANDED MEDICAID. UNC, PUBLIC HEALTH EXPERT DOCTOR CR ZACHARY HAS BEEN WAITING FOR THIS DAY FOR A LONG TIME. &gt;&gt; SHE SAID EXPANSION WILL HAVE RIPPLE EFFECTS FOR THE WHOLE STATE. NOT JUST THE HALF MILLION PEOPLE WHO WILL GAIN COVERAGE. THINK THIS JUST ISN'T ABOUT. &gt;&gt; PROVIDING HEALTH CARE. THIS IS ABOUT STRENGTHENING OUR HOSPITALS. I'm meteorologist, Elizabeth Gardner. It's going to be an interesting week for us. We're going to have a very summerlike pattern. It's going to be hot and humid, but a lot of cloud cover and a good chance for afternoon and evening storms. Some of those likely to be severe. We don't have as great a chance today, but it's not a zero chance that chance goes up for the next several days as we have a level one risk for both Tuesday and Wednesday, that chance may go up even higher on Thursday. Let's take a look. You can see a cluster of thunderstorms coming through Tennessee toward the mountains of North Carolina. We're going to see some of that rolling through here later on this, uh, this afternoon and evening, uh, check in Futurecast, heading out the door. We've had fairly quiet conditions. Um, you can see a little bit of sun there at lunch time and that will set the stage for a better chance for storms. Any sunshine that we see will energize the atmosphere and, uh, make it an even better recipe for scattered storms you can see there, uh, between three and five o'clock scattered thunderstorms that continues on through the evening, past midnight, tomorrow morning, we may end up with a few isolated showers and then some scattered thunderstorms on through the afternoon. This version of Futurecast doesn't show as much coverage but previous runs certainly have. So we are looking certainly at that chance for some scattered storms. We have that chance all the way through Friday. The biggest event may come with a cold front late Thursday into early Friday and we'll be watching the timeline for that gets closer. Highest this afternoon, mid to upper eighties. 84 in Raleigh, 83 in Durham, 88 in Fayetteville. Our muggy meter is climbing. It seems so early for this. We have yet to hit seventies with our dew 0.70 dew point really feels sticky. It's going to feel like the middle of July or August for us by mid to late week. But by Friday, we see much cooler air coming in behind Thursdays front and our due points drop back into the fifties. That's going to feel so much better. But 87 tomorrow, 90 Wednesday, 88 Thursday, that front though even though it may bring some humidity and some storms with it behind it, it will deliver some cooler drier air. Saturday looks phenomenal. At 74 morning, lows are back into the fifties Mother's Day. Just a small chance of thunderstorms otherwise very pleasant.
