Raleigh police officer Michelle Peele was working off-duty security for a New Bern Avenue restaurant when police say Nyles Arrington tried to drive away in her personal vehicle.
Investigators say Peele shot Arrington, who then crashed into a parked car and later died at WakeMed.
Peele called for help on her police radio. In the recording, Peele said that she had shot the suspect and that she did not believe he had a gun.
"I just shot him," Peele says in the radio transmission. "Suspect stealing my vehicle. Shots fired. I fired at the suspect."
The Internal Affairs Division of the Raleigh Police Department is also investigating to see if Peele violated police policy. The State Bureau of Investigation is looking into the incident to see if she was justified in using deadly force.
By Friday, the police department must give a report to the city manager detailing the incident as it sees it.
Peele has been assigned to administrative duties pending the outcome of the investigation.
