Sex offender arrested in Cumberland County on indecent liberties charge

Cumberland County authorities said Thursday that they have arrested three people, including a registered sex offender, for alleged sex crimes involving children in three separate cases.

FAYETTEVILLE, N.C. — Cumberland County authorities said Thursday that they have arrested three people, including a registered sex offender, for alleged sex crimes involving children in three separate cases.

Harry Winfield James, 65, of 3145 Shem Creek Drive, Fayetteville, was charged with indecent liberties with a minor for allegedly touching a 15-year-old girl inappropriately. James was jailed at the Cumberland County Detention Center under a $25,000 secured bond Thursday.

According to the North Carolina Sex Offender Registry, he was convicted in 2008 of a sexual battery charge involving an 8-year-old in 2006.

Brandon Stellone, 31, of 750 Wiltshire Road, Fayetteville, was jailed under a $300,000 secured bond on three counts of taking indecent liberties with a minor. Investigators say the charges involve a 9-year-old child.

Ralph Hasenpat, 18, of 4203 Richardson Park Road, Fayetteville, faces one count of statutory rape stemming from an accusation he had a sexual relationship with a 14-year-old girl. He was jailed Thursday under a $35,000 bond.
