Former Durham city manager dies

Israel Harding Hughes Jr., 86, was city manager of Durham from 1963 to 1977.

DURHAM, N.C. — Israel Harding Hughes Jr., 86, known as Harding, died Tuesday at Durham Regional Hospital. Hughes was the city manager of Durham from 1963 to 1977.

He also served in leadership positions with the North Carolina League of Municipalities and the International City Management Association. He was on the boards of the Durham Rotary Club, the North Carolina Museum of Life and Science and the Salvation Army.

He is survived by his wife, Dorothy Jean Curtis Hughes, two daughters, Jean Hughes of Durham and Jo Lynn Smith of Greenville, two sons, Thomas Hughes of Winston-Salem and David Hughes of Boone and two grandsons.

Visitation will be Thursday from 6 to 8 p.m. at Howerton & Bryan Funeral Home in Durham. Funeral services will be held Friday at 2 p.m. at St. Philip’s Episcopal Church in Durham.
