<b>RALEIGH</b> — The federal government wants to take a closer look at Dorothea Dix and the state's three other mental hospitals.

The Justice Department says it will investigate federal civil rights violations at the hospitals because of the care patients received.   The letter the Justice Department sent did not elaborate on what sparked their investigation.
