Smart Start is North Carolina's early childhood initiative to help children and their parents become ready for school once the kids reach age 5. The experts are in town to develop a national Smart Start Technical Assistance Center. The goal is to help other states develop their own programs.
"So many states are now concerned about accountability in education, and those third-grade tests, they're realizing that unless children develop to their full potential before they get to school, they're not going to do as well in those test years," says one participant.
The National Assistance Center expects to be fully operational in about three months.
