Cumberland County District Attorney's Office wrote in a letter to the Fayetteville police chief that Jamale Antwan Davis died from cocaine intoxication.
The district attorney's office also concluded that there was no indication of abuse by the law enforcement officers.
Davis, 24, fled on foot after he was pulled over for a traffic stop early Nov. 3, 2005.
Officers apprehended Davis without using force, police said. He was handcuffed, placed into a patrol car and transported to the Cumberland County Detention Center.
While at the detention center, police said, the suspect required emergency medical assistance and was transported to Cape Fear Valley Medical Center.
He was pronounced dead at 6:55 a.m.
The two officers involved in the arrest, Kevin Smith and Steven Carr, have returned to full duty.
An investigation is continuing in the case of an unrelated police shooting that happened the same day in November involving Fayetteville police and a suspect.
Officer Bart Suggs pulled over 24-year-old Calvin Wilson during a routine traffic stop at about 4 p.m. on Seneca Drive.
According to police, Suggs believed Wilson had a weapon. After giving a number of warnings to Wilson, Suggs shot him. Wilson later died at the hospital.
