U.S. District Judge Stanwood Duval says lawmakers should not have approved the ``Choose Life'' tags because they express only one side of a volatile issue.
The judge says free speech provisions in the Constitution require license plate designs to be neutral.
The ruling is temporary pending trial. But it is a victory, at least for now, for abortion-rights advocates who sued.
The plates say "Choose Life" and depict a baby, wrapped in a blanket, carried in the beak of the state bird -- a brown pelican.
The only other state with a "Choose Life" plate is Florida -- and those plates are also being challenged in court.
