The allegations involve two separate incidents. In one, an off-duty officer allegedly led a woman inside the Hillsborough Police Department building after hours for consensual sex on more than one occasion. In the other, it is alleged that four, off-duty, male officers engaged in a public display of drunken and lewd sexual activity at an unofficial Christmas party at a local restaurant.
Hillsborough's mayor says he is terribly upset with the charges, and says it may be just the tip of the iceberg.
There are also morale problems in the department because of these allegations. A high ranking officers and as many as three patrol officers are involved in the investigation. Other officers have reportedly been upset about the alleged activities for several months.
Hillsborough Mayor Horace Johnson is leading the way into the investigation and says the problems extend from the top of the force to the bottom.
The town manager and the town attorney are conducting the investigation. Police Chief Nathaniel Eubanks didn't want to be interviewed on camera, but did tell WRAL-TV5'sMark Robertsthat he was "blasted by this" before it could be checked out. Johnson is calling for some officers to resign and says if they don't, he'll push for some firings. Johnson also says he may bring in someone outside the community to conduct an additional investigation.
