The Senate Select Committee on the Lottery Bill will review the measure narrowly passed by the House. The measure would dedicate half of the gambling's net revenues to school construction.
Another 25 percent would create need-based college scholarships, with the rest going to a special education fund controlled by the General Assembly -- possibly to assist with Governor Mike Easley's class-size reduction and preschool initiatives.
Easley and Black lobbied House members hard to get a lottery bill approved by a vote of 61-to-59 on April sixth. The pair talked up an estimated 300 million dollars that the state could recoup from lotteries in surrounding states that are played by North Carolina residents.
