CHAPEL HILL, N.C. — The Town of Chapel Hill is expecting as many as 70,000 people to celebrate Halloween along Franklin Street this year.
As in years past, there will be little parking available close to downtown, and there will be no place for charter buses to drop off or pick up passengers.
The town will provide shuttle bus service from four Park-and-Ride lots to two downtown. Anyone attempting to get to Franklin Street on Halloween is encouraged to use the shuttle buses. They will be the most convenient way to get to and from the Franklin Street area.
Street Closures:
The following downtown streets will be closed to traffic at 9 p.m. on Sunday Oct. 31:
Franklin Street: Raleigh Street to Mallette Street Columbia Street: Rosemary Street to Cameron Avenue Raleigh Street: East Franklin Street to Cameron Avenue (for a shuttle bus stop) Residential streets near downtown will be closed except to residents and their guestsParking:
Vehicles should not park on East Franklin Street after 3 p.m. Towing will begin at 6 p.m. Parking will not be allowed on streets in or near downtown Chapel Hill. Vehicles that are illegally parked will be ticketed and towed, with a minimum recovery cost of $103. Town parking lots will charge $10 per vehicle for the night, beginning at 5 p.m. The lots are the Rosemary Street Parking Deck at 150 E. Rosemary St., Lot 2 at 100 E. Rosemary St, Lot 3 at 415 E. Franklin St., and Lot 5 at 141 W. Rosemary St. Shuttle Buses:
The Town will offer shuttle service between four Park-and-Ride lots and downtown Chapel Hill. Everyone is encouraged to use the shuttle service.
Shuttle buses will run from 9 p.m. to 2 a.m. The cost is $5 round-trip and $3 one-way.The routes will be:

Alcohol will not be permitted in the area where traffic is blocked. Open containers of alcohol and coolers are not permitted on any public street, sidewalk, or right-of-way. Alcohol Law Enforcement Officers will be enforcing state laws and local ordinances concerning alcohol possession and consumption.The following items are prohibited:
Alcoholic Beverages Weapons Glass Bottles Paint Fireworks and Explosives Flammable Substances Animals Coolers Items, even as part of a costume, which can be used as weapons or look like weapons will be confiscated.
