ROBESON COUNTY, N.C. — A decorated Vietnam veteran who has had parades in his honor is charged with rape.
Robeson County detectives say Henry Locklear sexually assaulted a woman in May.
Investigators say Locklear was also found guilty of rape in South Carolina while he was in the military.
He served five years of a 24-year sentence.
