The ordinance would limit home day-care providers to five children and only one shift per day.
"If you limit us to one shift then you're putting a limit on the amount of money. Now, we want to help this economy," said Michele Miller, a day-care provider.
After a brief debate, and a unanimous vote, the council decided the ordinance needs revising.
Parents and day-care providers consider that a small victory.
"I feel good and I think everybody here feels good If it weren't for all of them showing up, I don't know what the results would have been, but we're satisfied," said.
The comprehensive planning committee will begin work on revising the ordinance. The council also requested that the state suspend its enforcement of the ordinance for now.
A public hearing is required and could take place as early as March.
