— A briefcase found outside the State Capitol Wednesday morning caused a flurry of activity before police determined it didn't pose a threat.

The black briefcase was found at about 9 a.m. near the intersection of Fayetteville and Morgan streets. Bomb-sniffing dogs were brought in to assist in the investigation but found nothing, said Jill Warren Lucas, spokeswoman for the state Department of Administration.

“It appears to be have forgotten or abandoned,” Lucas said.

Oops - I believe that it is Ms. Lucas, not Mr. Lucas - sorry! Still do not understand what she meant.

“It appears to be have forgotten or abandoned,” Lucas said.

Where did Lucas get his education? I cannot understand what he meant by that quote. It that "to be, or not to be?"
