On Tuesday afternoon, Apex Chief of Police John Letteney told WRAL News that the department had investigated a complaint from a citizen concerned about the actions of an officer. Letteney said the complaint came by text on April 27, and the officer involved was put on a non-disciplinary suspension three days later. The officer resigned Monday.

The woman told WRAL News she was the one who reported the officer – she identified him as Detective Worth Brown – after he worked with her on a case and after the pair had a relationship that left her uncomfortable.

The woman said her estranged husband violated a domestic violence protective order against her and her children, ages 2 and 3, multiple times, and that Brown was assigned to the case. She says she was broken and vulnerable when Brown came onto her, and she gave in.

The woman had moved with her husband and children to Apex from Arizona within the past year, and she was living apart from him after he was convicted of child abuse against the younger child.

"I was very, very vulnerable," she said. "I was very broken and felt very alone."

The woman said her relationship with Brown, 50, began when he suddenly kissed her without her permission. She described the kiss as unwelcome, but said the relationship quickly turned romantic. She said Brown he told her he was divorced.

"I thought that Worth was my friend and going to help me," she said. "I did not think he was going to take advantage of the situation."

She said she met with Brown multiple times in March and April at her home while he was on duty, and that she became uncomfortable when Brown told her the case against her husband would be dropped if their affair was revealed.

"He told me, he said, 'This is against our ethics policy. I'm not supposed to be doing this,'" the woman said.

She worried that she'd lose custody of her children if the relationship came to light.

"I was afraid that my husband would not be charged, that he would be get away with it," she said.

A concern for other women compelled the woman to report Brown's behavior to the Apex Police Department.

"Looking back, I know that is predator behavior. It's not okay," she said.

Allgrove did an interview with Capt. Jacques Gilbert.

"He told me he was very sorry this happened to me and that this wasn't my fault," she said.

The woman says she also turned over a secretly taped conversation with Brown. WRAL has a copy of that tape, but has not been able to independently confirm that the male voice belongs to Brown.

A male speaker can be heard defending himself when a woman confronts him about being married. The man replies that having a family was part of a fake persona he used when he was doing undercover work. The man on the tape also repeatedly warns the woman that revealing the affair could put her child custody in jeopardy.

"He seemed very nice and very kind, and I did not know that the entire time he was lying to me," she said.

The woman said she received an email from Gilbert on Monday saying the case had been investigated and was now closed and that Brown was no longer employed by the police department.

He wrote:

The complaint you initiated against Worth Brown has been investigated and is now closed. Worth Brown is no longer employed with the Apex Police Department. The complaint investigation is an employment personnel matter therefore, I'm unable to present other details or information.

Letteney's statement confirmed that fact. He added that Brown had been employed in the Apex Police Department since March 2000, and his most recent salary was $72,952.

Letteney added, "We take community concerns and complaints seriously and have a process for conducting an internal investigation to determine the facts of any complaint. We encourage our community to reach out to us with any feedback about the actions of our employees."

Brown answered the door at his home Tuesday, but refused to speak to WRAL.

For the woman, the ordeal is not over.

She is five weeks pregnant with a child she claims is Brown's.

"It makes me sad, and it makes me feel betrayed," she said.
