RALEIGH, N.C. — After their second spring break in about a month, lawmakers started getting back to work Wednesday.

The House passed a measure that would allow cities and counties to reallocate a quarter-cent local sales tax for educational uses instead of public transit if voters approve.

Meanwhile, the Senate added a provision to a tax bill that would give cigarette maker Reynolds American a $4 million tax break.

Supporters of historically black colleges and universities swarmed the Legislative Building for the annual HBCU lobbying day, and several lawmakers pressed for more equitable funding for HBCUs in North Carolina.

Fresh off his Tuesday victory in the Republican primary in the do-over election in the 9th Congressional District, Sen. Dan Bishop, R-Mecklenburg, rolled out his first campaign ad against Democrat Dan McCready and even held a news conference outside McCready's campaign headquarters.

Gov. Roy Cooper made his first public appearance since having back surgery last week, hosting a rountable of physicians to promote Medicaid expansion.
