My mother wanted to know is it safe and warm enough now to put out hanging baskets?

MIKE MOSS SAYS:      Noah,       We have passed our average date for the last freezing temperatures of the season. However, there is a period of a couple of weeks following that date when we can't be very certain that another frost or freeze will not occur. Since temperatures on average across the eastern U.S. appear likely to run a little below normal for the next week or so, I might tend to hold off a little, or at least make plans to keep an eye on weather forecasts so that if a freeze or frost becomes likely, your mom will know in advance to take protective measures.
