State efforts to ease overcrowding in juvenile facilities

Since 2020, overall juvenile complaints are up 19%. That means jails are overcrowded and there's not enough staff to run operations to help young offenders. WRAL's Chelsea Donovan looks at how the state is combatting the problem.
