Power not expected return in Durham until 1:30 a.m.; thousand without power during coldsnap

Thousands of Durham residents are without power Wednesday after an issue during maintenance on a substation. Duke Energy said those without power may have to wait until early Thursday during the coldest time of the season before service is restored.
