Outer Banks sees rainbow after being spared from the worst of Hurricane Isaias

The Outer Banks did get some flooded roads and power outages, but, all in all, the community said things could have been much worse. Children were seen playing the standing water on body boards and bicycles, while families watched the sunrise from their balconies above the water.
