Witnesses say political operative ran scheme to collect absentee ballots

Several witnesses in a state investigation into alleged fraud in the 9th Congressional District election said Bladen County political operative McCrae Dowless ran an operation to register as many people as possible to vote by mail and then went out to collect their absentee ballots.
