Amendment proposed to cap NC income tax rate

A key state Senate committee voted Tuesday to approve a constitutional amendment that would lower the cap the state's income tax at 5.5 percent. House Bill 817 would ask voters to weigh in on the measure in the general election on Nov. 8.
