Cooper wants to use budget surplus to fund state employees, education
Gov. Roy Cooper is recommending that the state increase its budget for next year by about 8 and half percent, or a little $2 billion. He stressed he's not proposing to spend the entire budget surplus. But he said there are areas that need more investment, like funding the Leandro ruling.
