Republican House leaders rushed their budget proposal out Tuesday to show to the thousands of teachers expected to rally at the legislature on Wednesday.

RALEIGH, N.C. — Republican House leaders rushed their budget proposal out Tuesday to show to the thousands of teachers expected to rally at the legislature on Wednesday.

Some of the numbers remain fuzzy, but the plan calls for average teachers raises of 4.8 percent and includes other education goodies.

One thing that was both included in – and repealed in – the budget was a proposed tax on ride-sharing services, but House Speaker Tim Moore put an end to that, as well as to proposed registration fees on hybrid and electric vehicles.

Outside of the budget, the Senate moved a proposal to the floor that would allow Duke Energy and other utilities to get multi-year rate increases.

Also, a House committee passed measures that would designate certain types of cancer as on-the-job injuries for firefighters and would require birthing centers to be licensed by the state.
