In some parts of NC, more than 3 inches of rain has fallen in the past 24 hours.
Northern parts of North Carolina are under a flash flood warning. The warning expires at 6:30 p.m.
There's an areal flood advisory in place in parts of Wake and Johnston counties until 4:30 p.m.
Elsa has re-gained strength over land, energized by an upper trough.
Flash flood watch until 6 p.m. for most of the WRAL viewing area.
The worst of the storm is over in southern North Carolina, according to WRAL's Mike Maze.
There's a flash flooding potential for areas just north of Raleigh, WRAL's Kat Campbell reports.
