Here's what's happening at the General Assembly on Wednesday, March 13.

RALEIGH, N.C. — Here's what's happening at the General Assembly on Wednesday, March 13:
  • House and Senate budget committees continue meeting in joint sessions at 8:30 and 9 a.m.
  • The House Judiciary Committee meets at 10 a.m. to take up legislation dealing with human trafficking and to increase penalties for assaulting a law enforcement officer with a gun and breaking into a pharmacy.
  • The House State and Local Government Committee also meets at 10 a.m. and will consider bills authorizing a study of using biometrics to identify people involved in "all state-related transactions" and naming the loggerhead turtle North Carolina's official saltwater reptile.
  • The Senate Health Committee will debate expanding the allowable medical uses of cannabidiol, or CBD, oil at its 10 a.m. meeting.
  • State Elections Director Kim Strach will appear before the House Elections Committee at 1 p.m. to discuss recommended changes to absentee mail-in ballot voting after finding fraud in last fall's 9th Congressional District voting.
  • Agriculture Commissioner Steve Troxler will discuss the state of North Carolina agriculture with a joint meeting of the House and Senate agriculture committees at 1 p.m.
  • The Senate Nominations Committee will consider candidates for the University of North Carolina Board of Governors at 2 p.m.
  • The Senate has two bills on its 9:30 a.m. floor calendar, including a small-business health plan. The House convenes at 2 p.m., and the proposed $1.9 billion school construction bond is on its agenda.
