RALEIGH, N.C. — A slow week at the legislature ended with some tax dealings Thursday.

The House gave final approval to a bill that would give counties flexibility in spending a quarter-cent sales tax that has traditionally been reserved for public transit projects.

Meanwhile, the Senate gave preliminary approval to a package of tax changes, including a big cut in the state's franchise tax that would help businesses.

Gov. Roy Cooper signed two bills into law. One provides incentives for a foundry to move from Charlotte to a rural county, while the other provides $90 million in disaster funding to the state Department of Transportation to repair roads damaged by hurricanes last year.
