LUMBERTON, N.C. — State troopers charged Ricky Dwayne Williams, 16, in a crash that killed two of his friends. Williams lost control of his SUV Dec. 6 and landed in the Lumbee River outside Lumberton.

He escaped from the car, but two others did not. Williams faces two counts of misdemeanor death by vehicle.
