Suspect in trash truck carjack attempt pointed his arms at police before officer fired at him

RALEIGH, N.C. — When a Raleigh police officer shot at a man last weekend on Creech Road, she did so because the man pointed his arms as though he was holding a weapon, according to a report on the incident released Friday.

The officer first encountered Najae Devonte Riley on Creech Road when he stepped into the street "with both arms extended straight out in front of his body, while holding a dark object in his hands," according to the report.

She ordered him several times to drop the weapon and get on the ground, but Riley ran towards the campus of Southeast Raleigh High School. The officer chased Riley on foot, continuing to command him to stop. He did not, the report said.

Riley again "thrusted both his arms forward towards her, as if he were pointing a weapon," the report says.

When a second officer arrived on the scene, Riley turned toward that officer, again with his arms extended as if pointing a gun. That officer fired four shots. None of them hit Riley, but he did immediately comply with the orders of the officers to get on the ground, according to the report.

He was then taken into custody.

Riley, 19, of 3513 Rendition St., was charged with assault on a law enforcement officer with a firearm.

He was also wanted, according to the warrant for his arrest, for robbery and kidnapping after he allegedly hijacked a trash truck and threatened two employees of City of Raleigh Solid Waste Services with a gun, prompting the police call and chase on Saturday morning.

Around 8 a.m., police were called to Creech Road on a report of an attempted car break-in. Police said Riley pointed a handgun at the owner of a car, who was watching from the window of her home, then fled.

Police then said Riley approached a trash collection truck in the 2500 block of Creech Road with a handgun. He ordered the two employees out of the truck and tried to drive the truck away.

Police said he ran after he could not operate the vehicle, and eventually encountered officers who were responding to the report of the alleged carjacking.
