Suspect in fatal hit-and-run charged with murder

Phylicia Olivia Price was charged with second-degree murder in the Sept. 27 death of Whitney Monique Mangum. She initially was charged with felony hit-and-run in the case.

RALEIGH, N.C. — Police on Monday upgraded the charges in a fatal hit-and-run last fall to murder.

Phylicia Olivia Price, 25, of 4339 Tralee Place in Raleigh, was charged with second-degree murder in the Sept. 27 death of Whitney Monique Mangum.

Price, who initially was charged with felony hit-and-run in the case, was being held Monday in the Wake County jail without bond.

Police said that Mangum, 21, of Raleigh, was run over on Hodge Road during a dispute with the occupants of a vehicle that Price was driving.

A witness told a 911 dispatcher that Mangum was trying to hang onto Price's vehicle and was dragged for a distance before falling off.

Blood was found in Price's vehicle and bloody fingerprints were on the inside of a passenger window, according to a search warrant.

Another driver took Mangum to a local hospital, police said. Officers found Price's vehicle about 3 miles away and arrested her.
