Hi, everyone. Meteorologist Anthony Bagle here in the W R L severe Weather center on this Saturday of our Memorial Day weekend. Let's talk about here, what we have going on. So, of course, it has been a soggy, just kind of dreary day here for most of us across our viewing area here is where we sit right now on dual Doppler 5000. So we're gonna continue to watch some of these showers push in as we head through the rest of our weekend even into tonight. What I'd say is keep the umbrella handy, you notice they're kind of pushing from the coast inland and that's going to be associated here with a center of low pressure that will continue to push its way in. There is even some thunderstorm activity down to the south headed toward Wilmington. Most of that though will weaken as it gets closer to our viewing area. Nonetheless, though it could still bring some increased shower activity as we head into tonight. There's our flooding risk. This is really probably going to be a bigger issue for a place like Wilmington, New Bern or southeastern counties. I don't anticipate widespread flooding here for most of the triangle. Really. This is going to be mostly a coastal event, but nonetheless, a place like Fayetteville could see some localized flooding with a medium risk there. From the weather prediction center wind gusts haven't been too, too bad for us yet. Mainly about 20 to 30 miles an hour here. So it's enough to blow some limbs around even if you have trash cans, things like that outside. But we're not talking about widespread power outage inducing wind here. With this system, we continue to watch the bands of showers. Maybe a rumble of thunder or two pushing in tonight. There likely will be some off and on breaks. This is not going to be pouring all night long into tomorrow morning, but it's just enough here where you probably are going to be hearing some rain on the window. Tonight. We head into our day tomorrow, scattered showers likely here, maybe a little bit less coverage than where we've started our weekend off at. But I would plan for some rounds of rain here to close out the weekend into our Sunday and then again into Memorial Day itself. There's where we sit here, the seven day forecast where it's 70 tomorrow, 77 on Memorial Day itself. There's about a 40 to 50% chance of showers and storms. No severe weather, but it's enough where if you have plans on Monday, I think we may be able to sneak them in. But it's enough where I'd keep the umbrella handy. I'd stay weather aware just in case here. So you don't get caught off guard. 79 there drier by Wednesday and a lot drier and warmer by Friday at 86 degrees here later next week.

The Wake County Sheriff's Office and Knightdale police talk about a popular K-9, Santos, who was accidentally shot in the line of duty by another officer on Friday.

O W E and then after sheriff, it'll be Knightdale Police chief, Lawrence Caps. That's L A W R E N ce C A P P s. And then after they both have time to talk, we'll take a few questions. And if there's anything else at the end that you need help with, I'll be off to the side to help you before you leave. Thank you. Good afternoon. And thank you so much for being here. We appreciate your, um, meeting with us today and give us an opportunity to share the fact that this is a day that none of us look forward to, but it comes with the territory is a reality of, uh, serving and protecting and trying to maintain public safety. Uh, as you're aware this since it occurred earlier this morning where the K nine from, uh, from Wake County Sheriff Office was fatally wounded, uh, where saddened and it's heartfelt. Our deputies and our staff are dealing with this matter and we have come together, we're happy to have police department chief here with us as we stand shoulder to shoulder and comfort one another through a situation that none of us look forward to, but we understand that we have to work through it and serve to the common good of all. So again, I thank you for being here and let us know that this job um is one of these situations where uh behind the smile, there is um a degree of, of pain and even though there's joy to serve and protect and there's dedication to do these type of situations, always uh touch that never healing wound that exists because of the experiences that our officers and the families experience on a daily basis as we strive to serve and protect. So again, we thank you for your support and the opportunity to share the fact that the sheriff office night P D are standing together to continue to work with all the first responders to keep Wake County safe. Thank you so much. At this time, Chief Cap Sheriff, we have prepared an updated press release. My colleague, Miss Rachel Morris will ensure that you have that it is not my intent to read the press release verbatim. I do want to offer some important comments and provide some updated information as well. I think it's important to begin by reiterating my sentiment from earlier today. This is really a heartbreaking tragedy. Um The remorse and the level of grief that is felt by our officers and by our deputies is real. It is palpable. There is no playbook for something exactly like this and in times where there isn't a specific protocol. As Sheriff Rose said, we tend to rely on our relationships, our partnerships, the unity that we've developed to navigate these very difficult trials that we sometimes find ourselves in and to effectively deal with the tragedies that are unfortunately a part of this job. I will say as well that we recognize that the loss of a police K nine in many ways is just as impactful as the loss of a human being. There is an undeniable bond between canine handlers and their animal partners. That's something that we are extraordinarily sensitive to. And we want to make sure that we communicate that to our friends here at the Wake County Sheriff's office. Make sure we communicate that to Santos handler. I want to give you just a real quick synopsis of how this thing played out in the early morning hours. My officers noticed a vehicle on North Smithfield Road with a revote registration plate. The officers conducted a traffic stop around 12 30 AM during the course of their exchange with the driver, the driver ran from the officers. We reported in the earlier press release that it was the passenger by standing corrected. It was in fact, the driver, the officers gave chase. They were able to confine the suspect in a particular area called for resources and assistance to include deputies from the Wake County Sheriff's office and K nine. Santos, what I can tell you is that the officers and deputies were able to quickly locate the suspect and as they were approaching the suspect to issue the commands and to take the suspect into custody, that is when the officer accidentally discharged the weapon striking K nine Santos and ultimately resulting in the K nine s death. As I said, this has been an extraordinary tragedy for us and I can only imagine much more so for the wake county sheriff's office and for their deputies, as sheriff mentioned a few moments ago, we have been in constant communication since this event to make sure that we are supporting our people and that we are supporting one another. And I don't anticipate that that level of cooperation, support and assistance will change as we move forward with that said, I want to also let you know that this is an ongoing investigation. There are some things that I cannot share because it is an internal affairs investigation. There are personnel components that I'm not at liberty to discuss. I can tell you that the officer involved is on administrative leave. This is a very common practice for most types of internal affairs investigations. I will tell you that the officer is 31 years old assigned to a patrol division of the police department and has been in law enforcement for about 18 months. We anticipate being able to share some more information once we continue with the investigation, once we get to a place where it's prudent to share some additional content. But for now, that is what I'm at liberty to discuss. And I believe at this time we can take just a few questions. Yes, ma'am. So how would the officer unintentionally start this out? This is part of the review that we're conducting and understanding that everything that I share with you now is preliminary. It is policy for officers when they are tracking, particularly in a dark area, looking for a suspect to have their weapon drawn to have a weapon available, particularly as they're following the K nine handler because the K nine handler's attention is focused on the animal. So it is not uncommon for the officers to have a weapon drawn and to have a weapon deployed in this type of search. But as far as the particular surrounding the discharge of the weapon, how all of that came into being that is a part of the internal investigation that we're conducting was the entire 18 months with your police department or has this work? No, ma'am. Uh part of that time was with another organization, a great deal of loss over the last few months. What level of support do you guys need as you continue to, we've received a great deal of support from our fellow uh first responders, also from nonprofit groups. I reached out to us uh F P O uh back the blue N C so and uh the 200 club So we're very appreciative of our partners and night is standing with us. So, uh though we are heartbroken and it, in fact, and happened here in the month of May as we've been uh recognizing and honoring our colleagues who have fallen in the line of duty. This adds another blow to the fact of the reality that the dangers of this job, but we're healing and we're moving forward together is the deputy handler still active right now? Taking time. Uh What's next for w we're giving all members our time and space to process just to deal with it, to support and comfort each other. And uh we'll continue to serve and protect and we'll stand by each other. Make sure we get through it. I do you have any indication of why the suspect fled in the first place? We do have some indication. I prefer not to share that right now. That is a part of the investigation associated with his arrest that may be relevant in our internal investigation as well. We do have some idea and that may be part of some of the additional details that we share when we're ready to do so. Thank you. It would not be my intent to release body worn camera footage in the custody of the Knightdale Police Department. I do not see any particular value in sharing that footage with the general public. What I can tell you is that it has extraordinary value for our internal investigation and we will certainly be reviewing it extensively to find out exactly what led to this accidental shooting. But as far as my intent at this moment to release that footage, I do not intend to do so when an officer is following our policy, any time we review a critical incident is to ascertain, are there opportunities to improve our training? Are there opportunities to improve our policy? You never want a critical incident to serve as a teachable moment. But I think that if we fail to try to glean valuable lessons from things like this, then we are doing our officers a disservice and we're doing our communities a disservice. So that remains to be seen. It really depends on the outcome of the investigation and what we determine from our review. Well, I guess when you look at this loss, I mean, I don't want to sound insensitive but we are dealing with a certain degree of property, right? I mean, I'm not saying that Canine's life is not as valuable as an officer, but at the same time, how do you deal with that? Is, is this like, don't know if there's any kind of formal charges if you determine that the officer did something inappropriate like losing speeding in a vehicle or crashing a car? This is uh he said that this is a piece of equipment, right? How do you, I guess I lose track of what my question was how do you attain to that, that if there is any kind of disciplinary action to be held? Because if you were to take it to human life, we might be looking at manslaughter or something else. We're not because in some ways the might just be, I think I understand your question where I might differ with you is that I don't view the animal as just property. I view the animal as a very valuable member of the organization. And as I said earlier, sometimes the loss of the K nine partner is just as impactful as the loss of human life. What I can also tell you is that any time we conduct an internal review, one of the things that we look at are not only policy violations, any sort of training failures, but we're examining that incident to determine whether there may be any sort of criminal element associated with it. We have a mechanism in place for determining that in this incident. And if there are any particulars that come out of that review in our collaboration with the D A s office, then we will certainly share that again. Preliminarily. I don't think that is the case. Can you repeat the question? What does mean to the team? He's been here since 2016. Longest active May. Well, I want to first echo what the Chiefs just said, you know, Santos is not a piece of equipment, it's not a tool. Uh it's not uh property, but it's a valued, loved, uh, beloved member of the Wake County Sheriff's office that was well trained, well conditioned, who had a desire to serve and protect just like every member of this office. And so we grieve this loss and we feel this, uh, this pain that will be with us. So, um Santos was the longest serving K nine. And uh again, very skillful, very dedicated, very attached to the canine handler and to all the members of the K nine unit in this office. So we're at the time we have for today.
