Raleigh man charged with 12 counts of rape, 10 counts of kidnapping over almost a decade

A Raleigh man was arrested Tuesday and charged with 12 counts of rape and other sexual assaults that occurred over nearly 10 years.

Authorities issued an arrest warrant for 59-year-old Rickey Hall on Nov. 16 and arrested him Tuesday. Raleigh police said Hall kidnapped, sexually assaulted and raped women between 1995 and 2004. Hall has already spent a lot of time in prison over the years – for offenses that include raping a child.

Hall had already served 9 years, from 2009 to 2018, for raping a child. He was then released, but in February of this year he violated his parole and was sent back to the Department of Corrections. Police say the breakthrough in this case came from evidence included as part of the Sexual Assault Kit Initiative by the state Department of Justice.

The evidence went through a national database, which compiles DNA of convicted offenders, unsolved crimes and missing persons. That evidence led back to Hall.

Hall has been in and out of prison for around 18 years. Now, we're finding out about all the additional charges he's now facing. On Wednesday, he faced his first day of court for those charges.

Police charged Hall with the following:

  • 15 counts of first-degree sexual assault
  • 12 counts of first-degree rape
  • 10 counts of first-degree kidnapping
  • Seven counts of assault committing serious bodily injury
  • Six counts of communicating threats
  • Four counts of assault on a female
  • One count of common law robbery
  • One count of sexual assault

There were a total of 10 victims, according to case documents.

Documents display almost a decade of disturbing allegations

These documents reveal details about the charges dating back to 1995. His first charges included first degree rape, in which he "willfully and feloniously did ravish and carnally know" the victim. He was also charged with kidnapping the victim and holding her for ransom, while also terrorizing them. Reports show he grabbed her neck and slammed her against the wall when she tried to escape.

Around three years later, case documents show new charges for rape and kidnapping of another victim. He was charged with kidnapping a woman for the purposes of terrorizing her and subjecting her to "sexual servitude." Documents show he inflicted her with serious bodily injury, including strangulation.

Similar charges are described through the years, with each incident including charges of kidnapping and first-degree rape, along with descriptions of violence towards the victims, including terrorizing and threatening with knives or razor blades.

WRAL News asked why it took so long for Hall to face rape charges when he was in and out of prison. Was his DNA entered into the state system? Police did not answer.

Hall is due back in court Dec. 8 at 2 p.m. The judge deemed him a danger to the public and gave him no bond.
