Bids for the Fayetteville Street Mall project are so high that the Raleigh City Council wants to try again.

Officials want a committee to come up with ways to make the process more competitive. The plan is to open the mall to traffic as an economic tool.

The project was expected to cost over $8 million, but the only two bids came in at more than $13 million.

Some councilmembers want to make changes to the design plan while others do not.
