Durham Passes Plan To Regulate Panhandling

Starting next year, panhandlers and those selling newspapers will need permits to stand on Durham street corners.
The Durham City Council passed a plan to regulate panhandling Monday.
Anyone asking for money or selling papers will have to pay $20 for a permit. They will be required to wear that permit, a picture ID and an orange safety vest.
Soliciting will be limited to daylight hours.
