After a nearly year-long review, Raleigh City Council extended an invitation to the city of Xiangfan, China, for a relationship to promote cultural and commercial ties.
Representatives from Raleigh visited Xiangfan in 2008 during a visit to China.
Raleigh has four others sister cities -- in France, the United Kingdom, Germany and Russia.
