Next for sports betting: Lottery commission to choose who operates in NC

A Massachusetts regulator with more than 30 years of experience in the gaming industry will oversee the North Carolina Lottery Commission’s new sports betting division, the commission said Friday.

Sterl Carpenter will be the state's new deputy executive director of gaming compliance and sports betting, responsible of developing and managing sports betting regulations as the state welcomes an industry the General Assembly legalized earlier this year. He starts Wednesday.

Carpenter spent the past eight years with the Massachusetts Gaming Commission and served most recently as its sports wagering operations manager, the NC Lottery Commission said.

"Carpenter has experience in all aspects of regulations and licensing as well as compliance," Mark Michalko, executive director of the N.C. Education Lottery, said in a news release. "We’re pleased to have someone with Carpenter’s experience and expertise leading this new gaming program in our state.”

Sports wagering, including on mobile phones, can begin as soon as January under legislation the General Assembly passed, but the Lottery Commission may take more time to set things up and decide what companies get the limited licenses available.
