Monday Wrap - Still no budget

Legislators on both sides of the aisle will miss Rep. Jim Fulghum, R-Wake, who died Saturday after a short battle with cancer. Fulghum supported bills that helped people get better, including the recently signed measure legalizing the use of hemp oil to treat intractable seizure disorders.

What did and didn’t happen on Monday:

• Still no budget. The last revision was from the Senate last week.
• An updated bill outlining how counties can use sales tax passed Senate Finance. The measure originally said the tax can be used for education or transportation, but now the bill says it can be used for both.
• Still no deal on the Dorothea Dix Campus. Raleigh Mayor Nancy McFarlane on Friday said she was frustrated at how slow the process was going. It’s been a year since talks over the property began between the city and state.
• Senators were scheduled to debate Medicaid reform, but that’s been rescheduled for Tuesday.
