Gov. Mike Easley is delaying his decision about a bill that effectively promises up to $40 million in state grants to Goodyear Tire and Ribber Co. to upgrade its tire plant in Fayetteville.

Employees were back at the Goodyear plant in Fayetteville Saturday following a two week closure of the plant, officials said.

The plant temporarily closed as part of a nationwide effort to let demand catch up to supply.
