Willow Spring man fifth suspect in alleged Harnett County child porn operation

SANFORD – Images taken from a video of a man having sex with a woman have led authorities investigating an alleged child pornography operation in Harnett County to arrest a fifth suspect in the case.

Tommy Keith Wall, 50, of 25 River Ridge Way, Willow Spring, was arrested Tuesday on a charge of first-degree sex offense in connection with the alleged operation, according to the Harnett County Sheriff’s Office.

His arrest comes a day after investigators publicly released several photos from the video in an effort to identify him.

Investigators haven't said to what extent Wall is believed to be involved in the porn operation but said there was another video of him committing a hands-on sexual act with a child.

Four other people have previously been arrested in the case in which a home daycare and mentoring program was actually a front for child porn production.

Authorities said Bailey Joe Mills, 33, who was convicted twice on charges related to sexual contact with children, ran the operation from his home at 184 Nicole Drive near Sanford.

They believe Mills used the daycare to attract young girls to his home and to develop a relationship with their parents. He then allegedly offered the girls money to have sex with men he found through different social media sites, Harnett sheriff’s detective Bradley Byrd said.

The operation, which dates to 2013, involves about 10 male and female victims ranging from ages 1 to 14. It wasn’t discovered until Mills was arrested in January after he was accused of having sex with a 13-year-old girl.

Investigators said they realized they had a much bigger case after going through Mills’ computer and cellphones.

Mills came off the sex offender registry in 2006. It’s unclear why – something that has shocked people who live in the neighborhood where the alleged crimes occurred.

“I was horrified, completely,” said Sandy McGinnis, who is president of the neighborhood’s homeowner’s association. “I have a child, and you wouldn’t think things like that go on, and we do keep track of registered sex offenders, because it’s good to know who your neighbors are. It’s terrible. There’s no other word for it.”

He was convicted in 2000 for indecent liberities with a child, which required him to register as a sex offender, receive psychological treatment and not be around children under 13.

Mills, who is charged with first-degree rape of a child, was jailed under a$500,000 secured bond at the Harnett County Detention Center, where he’s been since Jan. 6.

Three other people also face charges.

Mills’ wife, Elizabeth Holland Mills, 34, faces a charge of second-degree sexual exploitation of a minor and indecent liberties with a child. She’s been in jail under a $500,000 bond since Jan. 10.

The couple has two children together, both under 18. Investigators have not said whether they were victims of their parents’ alleged illegal activities.

Sgt. 1st Class Jordan Everett Busse, 29, a Fort Bragg solider assigned to the 3rd Special Forces Group, is charged with felony conspiracy and computer solicitation of a child, a charge. According to the Fayetteville Observer, authorities say he allegedly chatted with a 12-year-old girl in a chat-room application that Bailey Mills created.

Busse posted a $75,000 bond on June 12.

Rashawn Rodriguez Drake Jackson, 20, of 151 Rental Lane in Sanford, is charged with first-degree sex offense with a child and felony conspiracy. He was in the Harnett County jail Monday on a $150,000 bond.
