City council considers rezoning plan and development for downtown Raleigh

Raleigh's skyline could soon get a new addition.

Raleigh City Council on Tuesday will consider a plan to build a tower up to 40 stories tall in the heart of downtown.

A developer wants to rezone four properties on the northern half of the block bounded by West Davie, South Salisbury, West Cabarrus and South McDowell streets.

About 1.75 acres is currently approved for downtown mixed use of up to 20 stories, but developers want to double the allowed height. Tuesday, city council members could give them the green light to do so.

Since 2020, Raleigh City Council has approved 26 rezoning requests for 20 or 40 stories. There are some conditions that would come with this request, including to offer a bike share station, require at least one public art installation and require a contribution of $100,000 to the affordable housing fund.

Saraha Shaugnessy with Raleigh Planning & Development told WRAL News it may be critical to consider this type of proposal.

"People are moving to the area and we need more housing to house not only the people that live here and have lived here for generations, but additionally the people that are moving here," she said. "Thinking about supply and demand, one of the ways of maintaining or increasing housing affordability is to increase housing supply"

Council members could approve the proposal Tuesday or decide to move it to the next council meeting for more discussion. The meeting begins at 1 p.m.
