A Raleigh man was charged with littering after police say he put white hoods on a Confederate monument Monday.
Jonathan Alan Williams, 42, used white sheets to make hoods resembling those of the Ku Klux Klan, according to an arrest warrant.
The warrant states Williams placed the hoods on a monument honoring Confederate women in downtown Raleigh.
