911 calls provide new details about officer-involved shooting in Raleigh

Raleigh police are investigating an officer-involved shooting on Saturday morning.

The police department said an incident started around 8 a.m. on the 2500 block of Creech Road, which is near Southeast Raleigh High School. Police responded to a call of an attempted car break-in along the 2300 block of Creech Road. Police said the man pointed a handgun at the owner of the car, who was watching from the window of her home, then fled.

"Can you send out an officer? Someone is trying to kill us. He’s got a gun," the woman told a 911 dispatcher.

Police then said the man approached a City of Raleigh Solid Waste Services truck in the 2500 block of Creech Road with a handgun. Police said he ordered the two employees out of the truck and then, as he overtook the vehicle at gunpoint, ordered one employee back into the vehicle.

"There’s a guy trying to hijack trash truck out here on Creech Road, and he’s got a gun," a man told a 911 dispatcher.

"I need emergency to come here right away. The man has a gun, and he’s very dangerous," a second man told dispatchers. "Please, he might be coming back with a gun. He might try to kill me. Please come as soon as possible."

Police said the man then fled after he could not operate the vehicle, running toward Southeast Raleigh High.

"He’s running off of Slippery Elm [Drive]. He’s in the backyard, cutting through the houses' backyards. He’s jumping the fence," a caller told a 911 dispatcher.

A police officer ran into the suspect, and the officer commanded him several times to drop his handgun.

Police said the man threw something on the ground, and a chase ensued before a second officer joined the pursuit. The second officer told the man to stop and get on the ground. Police said in a press release that, when the man "thrust both hands forward toward officers in a manner consistent with pointing a handgun," the second officer fired his gun. The man was not struck.

Najae Devonte Riley was taken into custody and charged with assaulting a law enforcement officer with a firearm, robbery with a dangerous weapon and second-degree kidnapping.

No officers sustained injury.

Police said a cellphone was found where the first officer ran into the man. A handgun was located along the route where he fled after the attempted carjacking.

Officials said the officer who fired a gun was not wearing a body camera but dashboard cameras and body cameras worn by other officers captured what happened. The Raleigh Police Department said it will seek a petition to authorize release of video of the incident.

All investigations are ongoing. Officials said the police department's Office of Professional Standards is conducting a criminal investigation of the shooting. When complete, it will be submitted to the Wake County District Attorney for review, police said.

The Detective Division is investigating the actions of Riley during the incident. The Raleigh Police Department will also conduct an administrative investigation to ensure all officers followed departmental policies, authorities said.
