On Tuesday, the director of the State Board of Elections discussed the first few hours of voting and answered questions from reporters.

open until 7:30 p.m. Voters, in line at 7 30 PM, will be able to cast their ballot. We encourage all registered voters who have not yet cast a ballot to go to their assigned polling place today and make their voices heard. North Carolinians turned out in record numbers during the early voting period. Even before today, 62% of registered voters had cast their ballots. That includes voters like Gertrude Stackhouse, who had 102 years old, cast her first ballot in Cumberland County. In this election. If she can do it at 102 so can you. Let's continue this incredible turnout today. We expect that the state board will meet later today to consider possible voting extensions at a few polling places that opened late this morning for various reasons, including poll workers who arrived late. Details about this board meeting will be sent to the media as soon as possible. The extension of ours is not unusual in any election. Please remember that we have 2660 polling places across the state. Minor issues air going to happen and protocols are in place to address these circumstances as they arise to ensure all voters can cast their ballots successfully. State board staff are working closely with the county boards of elections to ensure issues are addressed appropriately. And with that, I'll take any questions you may have. Our first question today is from Nikki Hauser with W I T N T v. Did you hear me? Yes. Nikki. Alright. Hi, Kristen. Um, so the state board said that after election night, selection is still far from over. That has always been the case. So I was just hoping to ask if you could break down what happens after election night. One of the things that you are doing until November 24th, where you say that you will certify the election. Yes, that's correct. The results are not official tonight. They're considered unofficial results, and we will go into what is called a canvas period beginning tomorrow. That is 10 days, uh, in North Carolina for the county's to conduct audits, including a sample hand toe. I count for two randomly selected precincts. It's when we'd research provisional ballots. We will also be accepting and counting absentee ballots that were properly postmarked today. But received after today. Uh, and so a Siris of steps were taken to certify the election and count those additional ballots. Uh, they will meet as county boards, which are made up of five member bipartisan boards, uh, from people in the community. And they will certify the election on November the 13th. And the state Board will meet on November 24th, where were reviewed the audit process with the state Board as well. Next question is from Amanda Lamb with WRL TV. Yes, thank you. Um, what are you guys doing? In terms of concerns about voter intimidation, Onda also unsolicited poll watchers. How do you convince voters that it is going to be secure and also protect them as they go out to exercise their rights today? I think the reassurance for everyone should be that, uh, nearly 4.6 million ballots have already been cast by North Carolinians, and that has happened with very little to no incidents for most of the counties throughout the state. And its been a smooth process. We have watched, uh, we had some very some long lines. The first few days of early voting. Uh, those, uh, eased up and we were able to have very smooth days of voting during that 17 day period. Very few reports of any issues with voter intimidation. Uh, you know, and we're here to safeguard that. We work with our federal, state and local partners. Law enforcement has been called in when necessary, but we have taken those measures, uh, this election and in elections before to ensure that any voter is able to cast their ballot. And this year to do so without fear of disease, we have a follow up from a mandolin. Wrl Yes. Thank you. One more question. I know you have partnered with a lot of agencies to secure, uh, the election and the election results. And this is if I'm not incorrect the first time you guys have chosen e o. C. As your location. Um, can you just talk about why those decisions were made? This is not the first time we've chosen thio, be it The e e o. C. Uh, Traditionally, our cybersecurity partners that work out of the emergency Operations center have come to the state Board of Elections. Uh, they did so during the Super Tuesday primary in March. However, it was in March that we learned of the pandemic and coronavirus. And the State Board of Elections is not set up to accommodate for social distancing with all the, uh state board staff and the individuals who help us in monitoring for cyber security concerns. Eso In June, as we conducted the second primary and new election that were held in 18 counties across the state, we did locate here the Emergency Operations Center in order Thio have proper social distancing for that election and have chosen to do so as well for this election. Uh, it also just makes for easier operations. Uh, if we could be at one or the other headquarters for monitoring for cybersecurity issues. Next question is from Rusty Jacobs with W u N C Good morning, and thanks for all your hard work. Um, my question is about the U. S d o j. I read that the it's standard operating procedure for the federal Justice Department to send monitors, but specifically this year, I was wondering if you could tell us specifically what you know about where they'll be in Wake County and what exactly they'll be doing with these DOJ monitors. Be inside the voting enclosure or outside. And I will have a follow up questions about your general concerns or whether this, uh, these these activities from the DOJ welcome by state officials. Well, thank you, Rusty. I can actually answer your follow up question first. We do. Welcome this. This is standard procedure. Um, we have had, uh, DOJ officials in North Carolina to monitor elections in years past s Oh, this is not anything unexpected. Um, in terms of what they'll be doing, they look for not only voter intimidation issues, but they also look for accessibility to ensure that we are complying with, uh, the Help America Vote Act. And with, uh, the A d a Americans with Disabilities Act s. Oh, there are many facets of what DOJ officials look for when they come to our sites way have a follow up from Rusty, Jacob and Yeah, thank you, Director Bell. Just one last question. Are they visible? Will they be easily identifiable to people? And again, where, as we've seen that in some cases, even law enforcement could be, um, concerning what could could raise anxiety among certain voters in the community. Any concern about again the federal presence, especially in light of comments from the White House. Raising concerns about voting in general again is, well, these federal representatives be easily identifiable. Are you concerned about how voters on an individual basis might respond to their presence while I've been in conversation or in communication with the D. O J R General Counsel is the primary point of contact eso I'm gonna ask her to come up and address a little bit more information about the, uh, DOJ observers monitors. Hey, Rusty. So, um, the U. S. D. O. J. Has been in communication with us at the state board and the County Board of Elections to let them know how this process works. Um, they have informed us that, um their attorneys and other legal staff will be the ones doing the monitoring. So those individuals will be in regular plain clothes. And, um, they also informed us that because of the pandemic they're monitoring will be limited thio outside the voting enclosure. Just to make sure everybody's stay safe for this election question or another question. So we have lost connection. We're in the process of correcting that Yes, Simpson from ABC News China symptoms. Good morning. Happy Election Day. And thank you for taking questions today, Director Bell. Um, I was just wondering if you could share with us, which polling sites specifically open late today and may have extended voting hours. We have four that we will take before the state board. At this 40.1 was in Guilford County, one in Cabarrus County and then to in Sampson County at this point in time way. Have a follow up from Tanya Simpson, ABC News. Um, and do you know how late those sites opened? I know that's the general rule is that there's about a 15 minute period in which you all will consider that. So was it about 15 minutes? There wasn't longer. I believe most of them were within 15 to 30 minutes. Our next question is from Pamela Kirkland with CNN. Good morning. Thanks for doing the call. I know the county Board of Elections are the lead recruiters for poll workers, but the NTSB had helped bolster recruitment through that state. Um, actually, heroes campaign. Do you know what the status of staffing at the polls is right now? Are there any locations that have had to tap into reserve workers? I don't know exactly. Um, we did receive over 60,000, uh, entry submissions for people who were interested in being a democracy hero when we were requesting, uh, recognized that we would need 25 to 30,000 individuals. Eso It's my understanding that, uh, for what poll workers were needed. The counties were able to fill those positions, and we've had no indication that, uh, there's been any issue. Uh, there were sufficient reserves as well. The question is from Scott Cohn with CNBC. God, I'm unable to hear you. I apologize. I'm you. Thank you. Um, there have been reports in other states of a T least one of the campaign's contacting local board local boards of election asking for specifics about how ballots are being transported. Who's doing that? That sort of, uh, activity and so on. And I'm wondering if there's been anything like that here in North Carolina and what states response has been We have had some enquiries. Um, I can't name for you at this point. The specific campaigns or political parties. Um, but that is something that we we don't disclose. You know, necessarily exactly who would be because of security concerns. But we do. Um, we do know who our poll workers are. We can provide those lists, um, in certain situations. But the process of how we transport ballots and the process for chain of custody in North Carolina is well documented, and we have been able to provide, uh, those processes when requested. Next question is from Rick Henderson with the Carolina Journal. Good morning. I wanna thank you for keeping ah lot of the data updated on absentee ballots in the early voting ballots cast both the and by mail ballots and wondered if you're going to plan to continue to do what you started yesterday, and that is the outstanding absentee ballot tally. Are you going to continue to update that number during the day so that we know how many absentee ballots aren't accounted for a given time, So we'll have a better idea when the polls close. What's still out there? Uh, yes. We have been providing that data, Uh, for for many days now. I'm glad you have noticed the, uh, that resource on our state Board of Elections website N. C s p e dot gov It's uh, been one of our goals is to provide mawr data, uh, easily accessible to the public in terms of the outstanding absentee ballots. We will continue to monitor that, um, and provide that information. The county boards of elections will not be meeting as frequently, necessarily as they have to consider absentee ballots. So some of that information, uh, may not move as quickly is what we've had during the absentee voting period. Eso just be mindful that we will continue to make our data available, but, uh, the circumstances may actually change a little bit after election day in terms of the frequency of wind boards meet. Next question is from Lac Ray Mitchell with CBS News. Hi. Thanks so much for doing this call. Um, Princeton Bell. I just want to know Is there a rough time line of when we will start to get some of the results from tonight? I know that pulls clothes and you all have already been tabulating, but but can you just give a rough time line of when we can start expecting being thio? Get some results of tonight's rates. Yes. So our goal is always to be ableto release the results at the close of polls. Uh, that does not change our in person, uh, one stop early voting results thus far. And that is approximately 4.6 million ballots that have been cast that we will be, uh, releasing that data at the close of polls, including the extension times. Come. The next question is from Harley Innis with the news and observers. Hello. Thank you. So, uh, I was just wondering, what have you heard about voter turnout so far? Point, um, we've heard a open. We don't actually communicate with the county's directly to get a count of how many, Um, have been voting throughout the day. Uh, but, um, we're hearing that things air study. Uh, because of how many people have voted. We actually expect today to be pretty, uh, you know, just steady. Uh, there we are expecting probably around a million people to vote today If the projection, um, of turnout is where many of the statistician and analysts have predicted, eso it should be, um, pretty smooth for voters. And they should not have have particularly long lines or long waits. Ballad from not being shown as having returned or been cast. Is this the report you guys have seen widespread, or is this an isolated incident? And are you guys looking into it? Um, the county boards would be processing those. We do look into instances. It's not been really widespread, but obviously given that over 900,000 individuals cast absentee by mail ballots over 3.6 or three point eight cast absentee or she's been one stop early voting ballots. Um, that's a lot to process. And so there are times when very unusual. But if that is a circumstance, the county's do research that and they do blurred us. If it's a situation of double voting so that our investigations division can determine if there's an issue, the next question is from Matt Basilica Ambrose with state lines. Thank you very much. I was curious. If you've heard, um, the reports of mis or disinformation this morning spreading around and uh, that have any impact on, you know, if you don't mind, unless one is, can you walk us a little bit through what voters will be asked to do if they have to cast a provisional ballot today? I know they're not going to be for the check on the status of that for 10 days. But do they need to come and and, uh, speak to people on the board of Elections office after they vote? Will they be told specifically what steps they need to take and then also on absentee ballots, getting their postmarks today and coming in late? Are you all planning to segregate those by date of arrival? Particularly once we hit November for six? Um, given. Oh, are we just so done with the courts that you don't feel the need to do that? Eso let me start with the provisional ballot question and then they'll come back. The absentee question. Eso provisional balloting. Uh, we often will see that father and a son or a junior and a senior. And perhaps it was, uh, miss entered eso there could just be a conflict in the full book. Uh, and that point, we provide the vote with a provisional ballot. They usually go over to the help station s so that we don't delay the other voters who are in line, but we give them an opportunity to fill out information. Uh, this includes a voter registration form in case the issue is actually that the vote odor is not properly registered. Uh, this ensures that they do get registered. Uh, if there's other, there's other information where they indicate what might be the problem. Perhaps there at the wrong precinct. And so they would indicate that s so that we can do that kind of reason search and determine, uh, you know whether the board is able to count that ballot or not. They are given Ah, call in sheet where they can check the status of their ballot. As the county Board of Elections completes the research in the county boards meet, uh, to certify the election action in terms of the absentee question. Travis, would you state that one more time, please? Yeah, I'm wondering if you're going to segregate ballots in some states if it comes in after a certain date, but before the final date, they're going to say, All right, these came in by November 6. These came in I've November 12 in case there is further court action on that. The question is whether or not you all would do that. So throughout this entire election and with any election as the county board receive absentee by mail. Envelopes are ballots, uh, in those envelopes that is scanned into the state election information management system, which we call. Seems so there is already a tracking of when we receive any absentee ballot. It does not necessarily have to even pertain to a court situation. That is a tracking process that we do eso the need to segregate, um, is really already a process that's performed within our system. So that was our final question. Thank you again. And please, if you have not voted, please make sure that you do so by 7:30 p.m. Tonight. Or at least make sure that you are in line tonight at 7:30 p.m. When the polls close. <p>Good morning. I'm meteorologist Elizabeth Gardner. We have a gorgeous day and our forecast, our temperatures are pleasantly cool this morning, skies are clear and our wind is mostly calm. Now. There may be some gusts that happened later on this afternoon. We could be gusting 15 to almost 20 MPH in the middle of the day and then we'll see the wind starting to die down. It's not going to be anything that causes you any real issues, but just a touch on the breezy side. Midday. Our temperatures heading out the door this morning are chilly anywhere from mid forties to mid f depending on where you are. And it's going to be a lovely day today. Lunch outside. Absolutely. If I could put some exclamation points on this, I would almost 70 at lunchtime humidity, low, lots of sunshine, take advantage of this absolute gorgeous afternoon for lunch outside or whatever it is that you can do our highs mid afternoon, 74 in Raleigh, 72 in Durham and 78 in Fayetteville. So such a pretty day. Uh, lots of things to uh to do. It's a very busy time time of year lots of festivals and things. And I imagine with game three, the hurricanes versus the Islanders, there will be a lot of people out at watch parties, temperatures before the game will be dropping to around 60 then on into the upper fifties, by the time the game is over, cool, beautiful sunny conditions and low humidity. Look at that low humidity. It's in the fifties all the way up through Saturday and Sunday. But then on Monday it starts to climb up to 60 it gets into the sixties. That's when you start to notice it. You know, some days you're like, it feels humid. So we're going to start to feel it. It's not going to be overwhelming, you know, not looking at steamy or tropical conditions, but it will start to creep up as we get into the weekend. Look at the temperature change that we're going to see. You see the blue color contours, that's where temperatures are either below normal or close to normal. And then once we get into Sunday and much of next week, we're going to see temperatures climbing above normal. So we're talking about some eighties. Our normal highs are in the mid seventies and would be pretty close to that through Saturday. Then we start to climb into the eighties and we have the potential on Tuesday to be close to a record. The uh high temperature 88 the record nine back in 1906. So getting close to record territory. By the, uh, beginning of next week, it stays mainly dry. The only real chance of any rain we have is a tiny chance on Tuesday. Just a 20% chance. So we have a very dry period in our seven day forecast.</p>

Seen some activity just in the past 10 minutes or so. I want to take you outside Sky five right now for a live look at the scene. We saw a van being escorted to the runway there and someone got out and now there appears to be a really careful inspection of the debris going on. So we're working to confirm if that may be the NTSB investigation team arriving at the scene. Let's zoom out and give you some about where this is. There are two main runways at RDU International and this is in the grassy field next to the runway that mostly serves terminal one on the east side of the airport, that runway remains closed while this investigation continues at the top of your screen. That is the other main runway that serves terminal two, mostly that runway is open. So we have two things going on here that could affect your flights for the rest of the day and maybe even into tomorrow, the airport takeoff and landing capacity is roughly reduced by half because they are only working with one runway. And if you have a flight coming out of terminal one, maybe Southwest, you're going to have to take that crossover all the way out to that other runway. It's going to add a lot of extra time.

A UNC Health physician and pilot were taken to the hospital Wednesday after a small plane crashed at Raleigh-Durham International Airport (RDU).

RDU Airport Authority gives an update on a plane crash that sent a physician and pilot to the hospital. The crash occurred Wednesday morning on a flight that took off from Wilmington.

<p>Landguth first, I want to extend my thoughts to those affected by this morning's aircraft accident and thank our first responders for their quick action to respond. The airport authority and its mutual aid partners responded to an aircraft accident at RDU involving a general aviation aircraft. The accident occurred at approximately 10:10 a.m. in the grass next to runway five, right 23 left. The flight was arriving from Wilmington, North Carolina. The A the aircraft is owned by medical Air Inc and operated by UN C air operations. The aircraft had two people on board, one pilot and one passenger. Both were transported to area hospitals. The federal A Bush administration issued a ground stop that was lifted at approximately 1130 this morning. The Federal Aviation Administration and the National Transportation Safety Board have both been notified. The National Transportation Safety Board is en route and expected to arrive within the next hour at which time we will conduct an accident investigation. Rdu's runway five left 23 right reopened to departing and arriving aircraft around 11:30 a.m. this morning. Are you experiencing approximately 70 delays and several arriving flights were diverted to other airports? Until ground stock was lifted, travelers should contact their airline for the latest updates regarding the flight status. And of course questions about the identity and condition of the pilot and passenger should be directed to UN C health. And at this time I'll try to answer any questions. You may have, uh, the one, any other accidents in, in the past. I'm not familiar with any other accidents have occurred with that operation. I don't know, uh, that's the role of the National Transportation Safety Board. They'll actually come in and do the investigation. Uh, and at some point in the future, they write up a report and determine what the cause of the accident was. You know, that there was no notification to the airport authority or to the FAA uh about any type of emergency on board. Do we have a guy? We don't, all we know that we've got them out of the airplane and we've got them transported to local hospitals. We know situations like this and delays have a ripple effect on, you know, flights. Do you have any idea what type of impact we'll see here in our view and for not sure, but what we're going to encourage everybody to do is reach out to your airlines. We'll be able to give you real time information about the impact of your particular flight. Ok. I believe some of them went to Greensboro and I think a couple went to Charlotte as well. What, what to be impacted due to the NTSD. Say that one more time at this point in time, what we call the west side of our airport is now open the investigation they'll conduct will all be on the east side. So at this point, we are anticipating normal operations returning to normal operations from this point forward. I don't think that anything that they're doing regarding the investigation or where they would have to investigate would have any impact to the west side of the airport. No, the aircraft is still on the airfield itself. It's on the east side of the field. So terminal one that runways the east side of the field, that's where the debris field actually sits, the west side of the field is open and operational and safe to operate. Not that I'm aware of in operations for you throughout this event today. What was your main concern concerning the passengers that were in the internals? Right. I think our primary focus when, when that accident occurred were the two people sitting in that aircraft? Our primary mission is to make sure we can get to them and try to rescue them and try to make sure that we can get them in a safe condition as fast as we possibly can. Uh secondarily is trying to figure out then how we recover and get our operations back up and running. Mhm. How does that affect? What goes on term? Yeah, so great. Question. So the team has figured out a way to get all the aircraft they're gonna operate at terminal one. Your Southwest develops. Uh We've got a crossover taxi way that we can actually get them through our general aviation aircraft. We've got a crossover taxiway, we can get them to. But the rest of the uh accident scene is actually kind of isolated and closed and locked off. Yeah, you're terminal one at this point in time. Once they can get back on their schedule, it's going to be a normal operations. All right. Thank you guys. All right. Thank you. Grab your phone, right.</p>
