RAEFORD, N.C. — A registered sex offender in Hoke County has been charged with failing to notify authorities of address changes twice in the past two years.

Sheriff's deputies were seeking Phillip Ray Sturdivant, 31, of 118 Spacer Lane in Raeford, for failing to appear at court on a sex offender residence violation last year. During the investigation, they discovered that Sturdivant had again moved and not informed the sheriff's office, deputies said.

Sturdivant was arrested and charged with another sex offender residence violation.

According to North Carolina Offender Registry records, Sturdivant most recently reported to authorities Dec. 29, 2008, but his address hadn't been verified since November 2008.

Sturdivant was convicted of taking indecent liberties with a child in 1999, according to the state Department of Correction records. He later served 1 year 8 months for violating his probation.

Sturdivant also has multiple convictions for larceny and breaking-and-entering vehicles dating from 1995, DOC records show.
