Cities face choice: Keep your lights on or theirs
When the coronavirus pandemic first hit, Gov. Roy Cooper ordered utilities not to cut off customers who couldn't pay their electric or water bills. Now, some cities that run those utilities say they're going broke because so many people are taking advantage and skipping payments.
