and it is really difficult to come before you today. Any time we haven't incident such as today's, brings us a great deal of sadness and just that almost an impossible way to convey how we're feeling right now. The first thing I want to say it's to offer sympathies to the Brooks family and to keep all of our people involved that are involved with this event, all of you in the media. I hope that you will be thorough in your reporting and we certainly will await the specifics of the investigations that are currently underway. To address that further, I will introduce David Hess, chief of police for the City of Roxborough. You come forward for you now. Thank you, Madam Mayor. Today is a difficult day for our community. I want to think Maryland Newell, Mayor for the City of Roxborough, Person County in Double a CP, the Ministerial Alliance and leaders of the local pair organization for their understanding and availability. Today I know there are many questions about today's incident. Let me start by saying that we will be transparent but please understand a lot of detailed steps must occur first to provide factual information. Here's the information about the novel one call. At approximately 10:38 a.m. Roxborough police were dispatched to the area of Old ERM Road near the Dollar General Store for an armed mill. Wearing a mask walking down the road, the 911 caller said that it looked like a shotgun. At 10:40 a.m. Uniformed patrol officers driving marked police cars arrived in the area approximately six minutes after arrival. Shots were fired. Officers immediately rendered aid. I can tell you that a salt off shotgun not belonging to the police deformity was recovered on the scene, and that shot gun was loaded. Today we met with the family members. Tragically, David Brooks Jr. 45 of Roxborough, died from the injuries or hearts go out to the family. Our thoughts and prayers go out to everyone involved, including our community. To provide for an impartial investigation, the State Bureau of Investigation is conducting a criminal investigation. Additionally, I've asked the person county District Attorney's Office to review the SP IES investigation, and these are all standard protocols for the Police Department because the FBI's handling the investigation, there are many questions that I likely will not be able to answer because I know that the information is ongoing with the FBI. Let me be clear. We will release information once it is available. We owe it to everyone involved the family and community to provide factual information. I asked the community to please pray for all involved at this time. I will take questions from the media. Please identify who you are and your news outlet. She's passed Sara Krueger with WRL wondering if you can go into specifics about who all fired weapons today. So the question is cannot provide information about who provide who fired shots today. No, I cannot. That is all part of the ongoing part of the investigation that the FBI is conducting. I do not have that information available. Those types of questions would need to be referred to the State Bureau of Investigations Public Information Office. Thank you, sir. So the question is, where was the victim shot and how many shots were fired again? I do not have that information that is part of the FBI's ongoing investigation and that question and have to be referred to the FBI's public information Office. We're not why So the question is what kind of commands were given to the subject before shots were fired? I do not know the specifics have not been able to review any part of this investigation. What I can tell you is the policy of the Roxborough Police Department. Four years has been, to the extent feasible to give a warning prior to shooting, and that has been part of our ongoing training. I can also tell you that our officers were trained in de escalation tactics and mental health first aid. But the specifics of what they were able to do today, I do not have that have not been able to review any part of the investigation at this point. Question is, does the department have video available from the core for the public and traditional media? Our department currently does not deploy body worn cameras. All of our marked police car fleet does have in core camera footage. We're currently determining the status of video from this incident. Once we were able to determine that we will notify the State Bureau of Investigation and the family, and we will work with the FBI and the family. If video can be released Chief has where any officers injured today The question is where any officers injured today. Any time there's an officer involved shooting it is a very tragic, stressful incident. No Roxborough police officer was physically harmed. However, I would ask that the community please keep the officers involved in their thoughts and prayers. Aziz, you can imagine they are heart broke with the decision that was made today. Ah, and we just asked that the community give us the benefit of the doubt. We always are asked to give the communities benefit of the doubt. We love this community. We have good relationships with people in this community and we would ask that you please be patient, remain calm and give our our officers the benefit of the doubt so that we can provide factual information to that point. I would also like to address some of the things that are floating around on social media, making comments, allegations which you think you heard. What you think may have occurred is detrimental to this community. Please. To those who are posting divisive comments on social media. Please stop. You are not helping this community with those comments. The family deserves justice. The family deserves closure. Our officers involved deserve justice. They deserve closure, and they deserve it with human dignity and respect. And I would please ask that you give them that. And how many officers are on leave due to this incident? And what percentage of the Roxborough Police department does that comprise? So the question is the number of officers own leave and the percentage of officers that that comprises for the police department. At this point, we have two officers on administrative leave with pay, which is standard for our operating procedure. Percentage wise, I'm not prepared to give you that number right now. Yes, ma'am. Yeah. Over the question is, was the victim permitted or licensed to carry the weapon? A solid off shotgun is not a legal weapon in North Carolina. Therefore, he would not have had a license or anything to possess this particular type of weapon. Oh, is that the question is, according to family members or department is familiar with the victim and that the victim had mental health concerns. To what extent did our officers know that? And to what extent were they able to deescalate? Is that correct? So, as I previously said, all of our officers, let me rephrase that. The majority of our officers are trained in mental health, crisis and de escalation techniques. To the extent that that training was able to be utilized prior to a shot being fired, I cannot answer that. As of today again, I've not been able to review the investigation. I can confirm that our department is familiar with Mr Brooks, and we're working to track down previous incidents that may have involved Mr Brooks so that we can provide that information to the State Bureau of Investigations. And I know you mentioned that there is some dash camera video. Do you all plan to release that video to the public? So the question is, as stated earlier, there's maybe dashcam footage of this incident, and do we plan to release that information to the public? For the public's knowledge, there is a state law that dictates how we can release law enforcement video, Dern and an ongoing investigation. As I previously mentioned. If we do have video of this incident, we will provide that to the State Bureau of Investigation. We will talk with the family and the FBI before making a decision on whether or not that video can be released. In previous incidents across our nation, there have been times for the family. Desire is to please not put that out so that the family doesn't relive the trauma, and we owe it to the Brooks family in this investigation. Toe asked what they would like done with that video before publicly releasing it without their knowledge. The question is, did Mr Brooks ever entered the dollar general with solid off shotgun? I cannot answer that question at this time again. There's a lot of details that are ongoing in the investigation and that would need to be referred to the State Bureau of Investigations, Public Information Office and Chief. Can you tell us more about the two officers who are on leave? Are they veterans? Are they rookies? Can you give us more details like that? The question is, can I give some details of the officers who our own administrative leave? Both officers are veteran officers of the department, and that is all I'm prepared to release at this time here. The question is, what is my message to the community again? We asked for your peace and patience as the FBI goes through this investigation because SP IES handling the investigation, it will take some time to get the answers to what happened and what happened then who was involved in these types of questions. We owe it to the Brooks family and to this community to be transparent, but we owe it to them to do so with fax to those in the community who are understandably upset, frustrated with law enforcement, frustrated with the criminal justice system. Please understand that today, as parts of this investigation was ongoing, members of this department were transparent with the local person county in Double a CP our ministerial alliance, and to leaders of local community activist groups networking with them and sharing information that would not compromise the investigation. But calls were transparent. This community is all about peace, love and calm. We would plead that that still be the case, do not prejudge things you have heard on social media and then turn that into unlawful activity. Roxborough is better than that. We have a saying in person counting. Everything's better in person. Let's show the Triangle state of North Carolina and the nation that it is possible to maintain unity and peace in the midst of a complex law enforcement officer involved. SHOOTING investigation The question is, when was the last time the rocks for Police Department had an officer involved? Shooting? We have a staff member with the police Department who has been here their entire career almost 29 a half years and their tenure. This has never occurred. That speaks to the volume of the preservation of life that the Roxborough police officers have, the great restraint that they use on a daily basis and the performance of their job and the application of professional training. Are there other questions? The question is, can provide some context as to why an officer would discharge their weapon in a lot of duty because they felt threat. There are a variety of encounters that happen on a daily basis with law enforcement across this nation, where officers de escalate situations, avoid use of force and preserve life. Unfortunately, as tragic as it is today that was not able to occur, Teoh answer why the officer or officers involved in this incident made the decisions they made will be a matter that State Bureau of Investigation will have toe find out as they conduct their investigation. The question was, Does a novel in one call have any information about Mr Brooks's demeanor? I'm gonna refer public record requests to the State Bureau of Investigations. Since they're the ones conducting the investigation. I don't want to speak about information that I don't actually know other questions from the media and in closing again. Our hearts are broke for the loss of life and Roxborough today or hearts go out to the Brooks family, our hearts go out to the officers involved in this investigation. Again, I want toe thank Parson County in double a CP Minister Alliance to community activist leaders for their understanding and their availability. Today we plead for peace. Please understand that having seized a firearm that was loaded own seen that does not belong to the police Department gives some indication to how this investigation began, and I would ask that the community allowed the State Bureau of Investigation to do a thorough job. We owe it to the Brooks family. We owe it to the officers involved, and we owe it to this community to demonstrate that there is unit

Meteorologist Anthony Baglione here on this Friday where we're still looking at some relatively warm temperatures into this afternoon. 83 is where we should hit for a high temperature. Nice and quiet for us until we get later on into late this afternoon into this evening where we're gonna watch the potential for some showers and storms coming through. Not a ton of activity for us as we head later on into tonight. There's a look at rain chances though. They go up to about 50% as we head into that evening time frame. So if you have any plans tonight, if you want to go out and get a Friday evening dinner or something like that, it might be a good idea to a, get the indoor table and then b bring along the reindeer just in case tonight. Here's a look at Future cast. So we time this out looking pretty quiet here the next couple of hours that band back to our west, it should start to weaken as it gets closer to us. It may try and restrengthen them as we get into. Like there's four o'clock you can see on Futurecast 56 o'clock or so, some of those storms could be on the stronger side and then it pushes out of here as we get later on into tonight and then we see maybe a stray shower potential still outline for tomorrow morning. Here's a look at our severe potential today. Level one out of five for most of the viewing area. What this is saying is there could be some isolated pockets where we get some stronger storms. It looks like the best chances for that would be west of us. But gusty winds would be our primary threat as we get into this evening. 78 is where we go for our Saturday. A huge temperature swing there into Sunday at 59 scattered showers are gonna be likely though, especially Sunday afternoon into Sunday evening, they do start to taper off though late Sunday night. So for the Tar Heel 10 miler, that's tomorrow morning, we are proud partners of that. We're going to see temperatures in the sixties for the majority of the forecast there. A stray showers possible, but most of the morning is looking just fine for that event. Tomorrow. We head over the next seven. We go from 83 today all the way down to 59 on Sunday. A rebound of 66 on Monday and then a nice week next week attempts in the seventies, even a few upper sixties there Thursday looking pretty quiet after we get some rainfall there to close out our weekend.</p>
