Rocky Mount city manager on leave, will retire Feb. 28
Sources close to the Rocky Mount city government tell WRAL News that City Manager Rochelle Small-Toney will be retiring from her position. Small-Toney has been embroiled in controversy during her tenure as Rocky Mount city manager.

WRAL News has reached out to Small-Toney for an explanation of her decision to retire, but she did not immediately answer messages.
A 2018 investigation by state auditor Beth Wood found that Small-Toney improperly spent $1,575 in taxpayer dollars above her authorized meal allotment, including on steak and lobster dinners.
