READ: Funding bill that would avert a partial government shutdown

CNN — Congressional negotiators late Wednesday night introduced the legislation that would fund the Department of Homeland Security and avert a partial government shutdown at the end of the week.
The Senate and House plan to vote on, and pass, the measure on Thursday, aides say.
